1) Qualification requirements for domestic demand (employment) companies
A. Industry: Shipyard and ship-related manufacturing industry
B. Sales: Average annual sales for the past year is more than KRW 1 billion
C. Number of workers: 10 or more full-time workers
ㄹ.Other: Companies that have not violated the law or deviated from the law within the past two years (reflected after checking whether attribution is attributable)
2) Qualification requirements for employed foreign workers
ㄱ. Qualifications: After obtaining qualifications as an intermediate or higher shipbuilding welder (with at least 2 years of experience >> 2 years deferral), a person must pass a local skills verification conducted by the Korea Shipbuilding and Offshore Plant Association.
Intermediate grade issued by applying the standards (among welding postures, downward view (generally indicated as F.1G) and horizontal (generally indicated as H.2G) FCAW, GMAW, and GTAW welding technology qualifications (excluding notation) (pass (or employee card) that clearly states the identity, skill level, level of application, etc. and includes the seal of the issuer or the signature of the person in charge, and test results) and certificate of employment), however, it is also accepted if a certificate containing qualifications and work experience issued by the government of the sending country is submitted with Apostille or consulate authentication. (Welding technique and posture must be specified)
2.Overseas manpower introduction procedure |
1) Domestic human resources brokerage company – Prepare a ‘Demand letter’ containing the introduction period and introduction scale, etc. and send it to the overseas sending company.
2) Overseas manpower sending company – submit a sending plan to the Ministry of Labor of the sending country and request permission for manpower sending business to the Republic of Korea
3) Ministry of Labor of the manpower sending country – on-site inspection and instructions to the sending country’s embassy in Korea
4) Embassy of the sending country in Korea – conduct on-site inspections (working environment and conditions, etc.) of recruiting companies (demand companies) and report the results to the Ministry of Labor in the home country
5) Ministry of Labor of the manpower-sending country – Confirms reports from the embassy of the sending country in Korea and issues a permit
6) Overseas manpower sending company – After recruiting domestic manpower to work in Korea, notify the domestic brokerage company of the list of subjects subject to skill verification.
7) Domestic human resources brokerage company – prepare skills verification documents such as employment contracts and submit them to the Korea Shipbuilding and Offshore Plant Association
8) Companies sending overseas manpower prepare for skill verification by coordinating a certain location with domestic brokerage companies and the Korea Shipbuilding and Offshore Plant Association.
9) After conducting the skills verification, the Korea Shipbuilding and Offshore Plant Association notifies the brokerage company (demand company) of the list of successful applicants.
10) Brokerage companies (demand companies) apply for preliminary recommendation documents based on the list of successful candidates
11) Recommendation from the Korea Shipbuilding and Offshore Plant Association to the Ministry of Trade, Industry and Energy
12) After the recommendation is reviewed by the Ministry of Trade, Industry and Energy, a recommendation letter is sent to the Ministry of Justice and Immigration.
13) The brokerage company (demand company) applies for issuance of a visa recognition number to the competent immigration office.
14) After the visa recognition is reviewed at the immigration office, the brokerage company (demand company) delivers the visa number to the sending country.
15)Foreign workers must visit the Korean embassy in the sending country with the issued visa number to obtain a visa.
16) Foreign workers enter the Republic of Korea and go to work at the relevant company
